No, God does not decide on certain people to save, and certain others to spend eternity in hell. He knows who will choose to serve him. The Church is predestinated, but not certain people. Consider John 3:16: whosoever includes you and me and every person on the earth.
Logic, and my Ideas on GOd make me want to agree with you 100%, but I feel like Romans Chapter 9 v. 18 doesnt support that. “Therefore God has Mercy on whom he wants to have mercy, and he hardens whom he wants to harden.” I really havent chosen a side yet on this debate though, just trying to make sure all avenues are explored.

this seems somewhat confusing still
